Subject: [PATCH] ci: Python host check for pull requests on Linux and Windows

Runs the plugin API tests, the plugin crate and Python model tests, and the host's
real-IPC plugin tests against a freshly staged plugin and built runner, and fails
if either environment variable target is missing so the tests cannot skip silently.
