Cargo: codec d1ebd21, kernel 0423154, graph 79570a2

Brings in the merged codec PRs (XCLIP transforms in the reference order,
table entries added after load get handles in DXF, default APPID handle
collision, viewport ShadePlot and grid flags) and the kernel's sweep and
off-plane revolve work.
