Karim Jerbi 9545e36975 fix(wix): remove RefreshShellIcons ie4uinit custom action ...

[SystemFolder] resolves to SysWOW64 on x64, where ie4uinit.exe
does not exist (only System32). This logged MSI 1721 on every
silent install. Icon associations via ProgId/Extension need no
manual refresh, so drop the action instead of switching to
System64Folder.
