Hakan SevenandClaude Opus 5.5 77f19dafd0 ci(pages): attach the web bundle to each release ...

The web build was only deployed to the live site, so a specific version
could not be pinned. The bundle is now zipped before the site data is
added and uploaded to the release; hotfixes built from main skip it.

Closes #1706
