ci: run develop's Linux jobs on the self-hosted runner when SELF_HOSTED_RUNNER is set

Pushes, the schedule and Run workflow go to the runner labelled by the
repository variable SELF_HOSTED_RUNNER (tangency-labs/ci-runner, label
fieldcraft-ci); pull requests always stay on GitHub's runners, so fork
code never reaches it. Unset the variable and every job is back on
ubuntu-24.04. macOS and Windows jobs are unchanged.
