* Rounded Rectangle sketch tool (#891)
A new SKETCH > CREATE command, sketch.rectangle.rounded, in the Rectangle
family: two opposite corners and a corner radius make a 2-point rectangle
whose four corners are filleted alike, as one undo step. The radius is one
parameter (one radius dimension, the other arcs equal to it), so changing it
changes all four corners. While drawing, Width, Height and Radius boxes take
typed values; typed width and height dimension the overall size between
opposite sides. Without a typed radius the corners get a fifth of the shorter
side.

A section stayed on with nothing in the browser to switch it off; only the
viewport's context menu had Remove Section. While there is one, the browser
now has an Analysis folder listing it. Its eye (and the folder's) hides the
section and shows it again on the same plane; a double-click or Edit Section
Analysis opens the dialog, and Delete removes it. Browser rows with an eye
publish an `eye:<label>` handle for automation.

Completes the Japanese catalog (all commands, panels, dialogs and preferences) and routes the remaining hard-coded UI labels through the translation lookup. English stays the default.
