Fork PRs were waiting hours for GitHub's shared runners. Their Linux
jobs (checks, Clippy, Build tests, the test shards, Doc tests, Reference
tests) now run on the ephemeral, network-jailed self-hosted-untrusted
runners, without the trusted runners' warm build directories.
